11A. In establishing the rules for the use of frequency band, the President shall prescribe in individual licensing obligation after examining the following aspects: a) avoidance of harmful interference, b) ensuring the techincal quillity of the service, c) ensuring efficient use of spectrum; or d) the persuit of other general interest objectives defined in accordance with Community law. (2) In the case of an individual licensing obligation, the number of licenses shall be limited in order to ensure the efficient use of spectrum.
