An application for granting of the right of use of the radio frequency spectrum shall be submitted to the Regulator not earlier than two years before the term for release of the radio frequency spectrum band laid down in laws and regulations. An application for extension of the time period for the right of use of the radio frequency spectrum shall be submitted to the Regulator not earlier than two years before the end of the term of the right of use of the radio frequency spectrum.”
